| Description: | Montenegro's Constitution describes the country as an Ecological State. This has some way to go to be realised. During the boom construction years up to late 2008, short-term profit had a far higher priority at all levels than long-term sustainable development. Tourism is a major sector of the economy, and much development has taken place along the coast, threatening to destroy the features which attract tourists in the first place. Fortunately the Government is starting to appreciate the dangers of this approach, aggravated by the likely impact of Climate Change. With a population of under 700,000, Montenegro does not have the indigeneous resources to finance much of its development needs in infrastructure, and faces challenges in its capacity to supervise the modern laws passed in recent years. |
