Policy

Working with governments and other stakeholders on public policy for a more sustainable built environment is an integral part of what many GBCs do. Led by its Policy Task Force, our Network aims to support and enhance this work by providing and sharing information, as well as coordinating our work at EU level. This work is focused on four priority areas:

National Renovation Strategies 

It is hoped that the Energy Efficiency Directive will change the landscape for energy efficiency in existing buildings across Europe. Amongst its provisions is a requirement that EU countries establish long-term national renovation strategies and update these every three years.

Nearly Zero-Energy Buildings 

National definitions of nearly-zero energy are now emerging, but many Member States are still struggling to define an appropriate level of ambition. The Network is supporting countries and their markets in helping make this transition.

Building Sustainability Assessment 

Green Building Councils across Europe have been instrumental in driving the market towards sustainability, through the development of national systems that assess the sustainability of buildings. The European Commission is now exploring options for an EU assessment framework for the environmental performance of buildings, alongside other policy options, to help achieve the goals set out for the sector under its 'Roadmap to a Resource Efficient Europe'. 

Green Financial Structures and Incentives 

European governments and industry are creating an increasing number of innovative mechanisms to support the move towards green buildings, in part driven by requirements in EU legislation. Continued innovation in this area will be key to unlocking the potential of green buildings.
