Advance the development of net zero carbon new and retrofitted homes and commercial buildings
Actively participate, testify and advocate to the State of Oregon to continuously improve the residential and commercial building energy code to achieve net zero carbon in all new buildings by 2030 (as per the City’s 2015 Climate Action Plan)
Provide 100% renewable electricity by 2035 and 100% renewable energy to all buildings by 2050 (June 1, 2017 City Council 100% Renewable Energy Resolution)
Ordinance requires commercial buildings 20,000 ft2 and larger to report annual energy performance and carbon emissions, and a time of listing disclosure of a home energy score for single family homes
Implement the net zero carbon building roadmap being developed as part of USDN’s Zero Cities Project, to identify key policy and program actions to achieve zero net carbon emissions in all new buildings and homes by 2030
Supporting incentives may include zoning bonuses, system development fee reductions and rebates for highly efficient buildings

Municipal Buildings

Commit to own, occupy and develop only assets that are net zero carbon in operation by 2030
The City is partnering with Portland State University, Oregon Health & Science University and Portland Community College to develop a new office building that meets the Architecture 2030 Challenge net zero carbon targets
Prioritise installation of renewable energy equipment such as photovoltaics and methane to fuel digesters over renewable energy credit purchases
