Miguel Ángel García Fuentes
Energy Division, CARTIF
B.Arch. (2010) and MSc Arch. (2012) from the University of Valladolid (Spain).
Responsible of Strategy and Business Development and Area Director for Energy Efficiency in Buildings and Industry (2018-2019) for the Energy Division of CARTIF Technology Centre, where he develops his main research activities since 2012.
Associate Professor at the University of Valladolid (2016-2017), contributing to the Research Group on Architecture and Energy. Appointed the Visitor Researcher Fellowship at the School of Architecture, Design and Built Environment at the Nottingham Trent University (2015).
His research and teaching fields are related to Energy Efficient Buildings and Smart and Sustainable Cities, focusing on energy performance improvement and building/district renovation, Building Energy Performance Simulation (BEPS) and Building Information Modelling (BIM).
He coordinates REMOURBAN (www.remourban.eu), and OptEEmAL (www.opteemal-project.eu) EU-H2020 funded projects. He has contributed to various congresses of national and international relevance related to sustainability and energy efficiency, and is member of the Technical Committee for the Spanish Congresses on Nearly Zero Energy Buildings (NZEB) and expert member of the SHC Task 59 – Deep renovation of Historic Buildings Towards Lowest Possible Energy Demand and CO2 Emission.

Enrique Cobreros García
Director of AEICE, Habitat and Building Efficiency Cluster of Castile and Leon.
Architect in the specialties of Building and Urbanism by the University of Valladolid. MDI Master’s in Management of Construction and Real Estate Companies by Universidad Politécnica de Madrid.
He has obtained several professional recognitions along his career:
- EXTRAORDINARY AWARD from the Valladolid School of Architecture.
- BEST ACADEMIC EXPEDITORY AWARD from the Escuela Técnica Superior de Arquitectura de Valladolid, awarded by the Caja de Ahorros y Monte de Piedad de Salamanca.
- PRIZE FOR THE BEST DIRECTOR OF R&D in Castilla y León, awarded by Castilla y León Económica, with the main merit of promoting and setting up AEICE.
With a professional experience of more than 25 years, he has worked as an architect and project writer, technical director in a construction company, manager of UTES, consultant in construction, teacher of courses related to the sector; as well as being a speaker at numerous conferences.
Since 2013, he has directed AEICE, promoting the development of collaborative innovation projects, which has allowed him to close the circle of a global vision of the construction sector in general.

Alicia Bedmar Perlado
Consultant and project manager in CONCOVI
Architect and urban planner. Urban and territory planning university master, specialization in urban studies. Training and experience in sustainable design, VERDE accredited evaluator, by GBCe.
Currently, she is a consultant and project manager in CONCOVI. The only state organization recognized as a Social Agent and valid interlocutor with the Ministries of Labor and Housing in this field. CONCOVI is part of the Social Economy and is one of the founding partners of CEPES, forming part of Housing Europe, the European Federation of Public, Cooperative and Social Housing.
CONCOVI is also involved in promoting new formulas for carrying out the Integral Renovation of Buildings and Neighbourhoods, such as cohousing and cooperative movement.
CONCOVI, has signed collaboration agreements with different City Councils, IVIMA and public housing agencies (EMVS, EMGV, etc), thanks to which the renovation needs of several municipalities have been analysed.
By May 2019 the Regional Ministry of Transport, Housing and Infrastructure of the Community of Madrid and the Federation of Housing and Renovation Cooperatives of the Community of Madrid renewed their Collaboration Agreement with the commitment to carry out support tasks for information, advice, processing and management of renovation transcripts as a Collaborating Entity.

Elvira López Vallés, Master in Urban Planning from the Faculty of Law of the University of Zaragoza and Architect of the Area of Urban Regeneration and Residential Innovation of Zaragoza Housing from 2015, where city's renovation promotion programmes are managed and have reached more than 43,000 homes, 13.21% of the total, generating an investment of nearly 205 million euros. Member of the advisory committee of the Zaragoza Housing Chair of the University of Zaragoza and co-coordinator of the 3R Working Group of the Spanish Association of Public Housing Managers (AVS)

Luis María Sánchez García
Head of development and projects of STECHOME.
Expert in energy management in the residential sector. President of the Basque Association of Energy Managers. Project Manager of the National Federation of Energy Managers. Collaborator and trainer in energy efficiency for several universities (Seville, UPV, Granada and Burgos). Developer of several tools and methodologies for the management of comfort, consumption and cost in social housing. Participation in several R+D+i projects on energy management and digitalisation of energy behaviour and comfort.

Álvaro Martínez Poyo
CEO, EOS Energy
CEO of EOS Energy, Master of Business Administration (MBA) and Bachelor of Laws. He has been working in the construction sector for 26 years managing projects related to new plant construction, heating and cooling installations, new technologies in renewable energies and telecom services in various companies such as Grupo Proyecta, AONIA, BAME and EOS Energy.

Patricia Molina Costa
TECNALIA
Urban architect by the Universidad Politécnica de Madrid (2005), Master in Urban Studies and Planning by the Massachusetts Institute of Technology (2011) and PhD cum laude in Urban and Territorial Planning (UPM, 2016), specialized in planning, integrated urban regeneration and governance. Since 2013 she has been working at Tecnalia Research & Innovation, where she leads the Urban Transformation Laboratory, developing research programmes, innovation projects and technological tools, mainly for Public Administrations.
Previously, she has been a Fulbright Scholarship recipient for postgraduate studies at the Massachusetts Institute of Technology, where she also worked as a Research Affiliate at the MIT Community Innovators Lab (2011-2013). Between 2004-2010, she worked at Spatium S.A., coordinating the Urban Planning Department, where she developed urban planning works at various scales. She was a member of the Urban Laboratory (2002-2012) and Metropolitan Observatory (2005-2010) groups, from which she worked to promote citizen participation in urban regeneration processes. She has taught at MIT (2012) and UPM (2009-2010). She is the author of 16 articles, 2 book chapters and multiple presentations in courses, masters and conferences related to urban planning and regeneration, sustainability, innovation and citizen participation.

Ignacio de la Puerta Rueda
Director, Estudio IP Arquitectos
Architect by the School of Architecture of Madrid in the specialty of Building (1983), he has a diploma in Urbanistic Law, specialist in Building, Renovation and Sustainable Urbanism and Civil and Commercial Mediator, with extensive experience in strategic planning, urban planning and quality processes.
Since 1983 he has been the Director of Estudio IP Arquitectos, where he has developed both projects and Management of building and renovation works, as well as planning, is part of the Renovation Working Group(GTR).
In addition, throughout his professional career, he has had responsibilities in public administration (both local and Regional):
- Director of Territorial Planning, Urbanism and Urban Regeneration of the Basque Government (Since January 2017 to the present day).
- Director of Housing of the Basque Government (years 2009-2013).
- Director of the Town Planning Area and the General Plan Office in the Eibar Town Hall (years 1994 - 2007).
He has held positions such as:
- President of the Commission for the Control of the Quality of Construction in the Basque Country.
He has taught at the University of Deusto, at the Basque School of Territorial and Urban Studies (EVETU), at the Basque Institute of Public Administration (IVAP) and at the Galician Institute of Public Administration.

Since 2005, she has been developing her professional activity in the Sustainable Development Area of the Spanish Federation of Municipalities and Provinces, and is currently Deputy Director of the Urban Agenda, Climate Change and Mobility.

Ángel Ruiz Casas
EcoooLocal Coordinator, Ecooo
Coordinator of the EcoooLocal project in the non-profit company Ecooo, located in Madrid, which has been promoting and developing projects for more than 15 years in favour of a new, more sustainable energy model.
As coordinator of the EcoooLocal project, he is working in more than 90 municipalities in Spain, helping them to promote and prioritize the energy transition in these municipalities.
This experience already began during the four years he worked at the Rubí City Council (Barcelona) where he was the Economic Planning and City Coordinator for the 'Rubí Brilla' project. This project was consolidated as a reference model of energy transition promoted by the administration, in 2014 it won the 'Solar 2014' awards granted by the European Association of Renewable Energy and the 'EnerTic Awards' in the category Smart Collaboration granted by the ICT platform.
Technician in business organization and specialist in process engineering (Process Kaizen Engineer). From 1989 to 2011 he has held various management positions in the areas of production, logistics and economic management in technology companies in the automotive and energy sectors. He is currently also on the boards of directors of companies that are committed to the energy transition and the circular economy.

Juan Rubio Del Val

Director of the 3R City Observatory since June 2017. Juan Rubio is an urban architect from the School of Architecture of the University of Navarra (1976).
Head of the Urban Renovation Area of the Zaragoza Housing Municipal Society (1989-2018). He has participated in European projects related to the renovation of neighbourhoods in the 50s and 60s, leading the respective teams (REVITASUD, Interreg Spain-France) and with energy efficiency and renewables. (RENAISSANCE, Concerto initiative and New4Old, Life+ initiative).
Coordinator of the workshop on Municipalities and Renovation, in the Build UPON project (2016). Invited to the final workshop of the FOSTERREG project (Brussels, 2016)
Coordinator of the group of experts for the preparation of the new regulatory framework for renovation in Spain (2009-2013). Eduardo De Santiago

Architect (1994) and PhD (2006) from the Polytechnic University of Madrid, with an Extraordinary Award.
Associate professor of the Area of Urban and Regional Planning at the Escuela Técnica Superior de Arquitectura y Geodesia (ETSAG) of the University of Alcalá (2001 – 2010). Pre-doctoral stays at Oxford Brookes University, University College Dublin and Universidad Nacional de Rosario (Argentina). Guest professor at the Universitá degli Studi di Genova, in several Spanish universities and in the Master of Urbanism of INAP.
Technical Advisor in the Subdirectorate General of Urban Policies of the Ministry of Development, working on European issues and on questions of housing policy and urban regeneration, sustainability in urban planning and architecture. Involved in the elaboration of regulatory texts on urban planning, housing and rehabilitation, as the Long-Term Renovation Strategy in the Building Sector in Spain (ERSESEE 2014, 2017 and 2020).
Coordinator of the Observatory of Urban Vulnerability in Spain, and a member of the Follow-up Commission of the Plan for Traditional Architecture.
At European level, he has participated in several working groups with the European Commission, URBACT, Eurocites or the framework of Horizon 2020 on urban policies, sustainable urbanism and rehabilitation.
