TransformTO established a goal for all new buildings in Toronto will be near-zero GHG emissions by 2030
Zero Emissions Building Framework, part of the Toronto Green Standard (Version 3), requires all new construction to achieve superior environmental performance through site plan review, via four performance tiers that become mandatory over time until 2030
Developments that elect to achieve the higher voluntary tiers are eligible for a development fee rebate
TransformTO established the goal that all existing buildings are retrofitted to the highest emission reduction technically feasible, on average achieving a 40% energy performance improvement over 2017 levels, while limiting affordability impacts to residents, by 2050
Developing an existing buildings retrofit strategy, which includes examination of a retrofit/recommissioning regulation and designed to deliver net zero carbon for all buildings by 2050
Better Buildings Partnership High-Performance New Construction program provides technical assistance and support accessing incentives

Municipal Buildings

TransformTO established the goal to design and build all new City-owned facilities to be near zero greenhouse gas emissions by 2026
Additional goal to retrofit all City-owned buildings, including social housing, to the highest emission reduction technically feasible, on average achieving a 40% energy savings over 2017 building energy performance, by 2040
Developing a roadmap to achieve low-carbon municipal building goals and explore how to deliver net zero carbon municipal buildings in operation
Toronto publishes an annual report on energy demand/consumption and carbon emissions from municipal buildings
Every five years an Energy Conservation and Demand Management plan is completed to identify opportunities to reduce consumption and improve efficiency
